   I've adopted [some 
code](https://github.com/apache/arrow/blob/2765cefc737ac8b5c364a20f8ff94fc158b91b37/cpp/src/arrow/compute/kernels/scalar_temporal.cc#L197)
 from 
[iso_week.h](https://github.com/HowardHinnant/date/blob/master/include/date/iso_week.h#L1503).
 Would it make more sense to add iso_week.h as a vendored library instead? 
Should we add a note to our license? (iso_week.h is MIT licensed).
