@amoeba FYI we are moving the ODBC MSI upload logic to file [.github/workflows/package_odbc.yml](https://github.com/Bit-Quill/arrow/blob/52579a9e3a1cba39ad7c5a947b1f6e2edf148be2/.github/workflows/package_odbc.yml) in PR https://github.com/apache/arrow/pull/49603 (currently in review). So after this PR is merged, could you please rebase and apply the same change in `cpp_extra.yml` to `&odbc_msvc_env` in `package_odbc.yml` to use static linkage?
