[feat: BMI for bit filtering](https://github.com/apache/arrow-rs/pull/10136#top) I'm currently working on this. Need to wait for https://github.com/apache/arrow-rs/pull/9848 to land so I can pull the `compress` code from it (right now I'm just copying the exact code in to arrow-buffer 😆).
