### Rationale for this change The nightly job [Verify release candidate on macOS](https://github.com/ursacomputing/crossbow/actions/runs/27960474749/job/82740300712#step:3:1689) fails (`Library not loaded: @rpath/libLLVM.22.1.dylib`). ### What changes are included in this PR? Pin LLVM <22 in gandiva conda env for working LLVM 21 (was similarly done in past #34922). ### Are these changes tested? To be tested by nightly jobs. ### Are there any user-facing changes?
