Review Comment:
   I don't think so. `JsonWriter` is only used internally by the integration 
JSON writer, and after renaming the header to `json_writer_internal.h` it's no 
longer intended as part of the public API. I left `ARROW_EXPORT` unchanged 
because there are other`*_internal.h headers` that still export their classes, 
but I could to remove it as well if you think that's more appropriate.
