More problems:
- GCC 11 (Ubuntu 22.04) doesn't support format...maybe we have to keep {fmt}?
- Unlike almalinux, where we can install newer toolsets, it seems we can't
do this on Ubuntu. So we may have to keep {fmt} and simply re-vendor it.

- No, we can just install gcc-toolset-13 or newer
