## What does this PR do?\n\nUpdates `h2` from 0.4.15 to 0.4.16 in `Cargo.lock`.\n\n## Why?\n\nThe audit job on `main` reported RUSTSEC-2026-0258 (unbounded empty DATA frames) in h2 0.4.15.
