Review Comment:
`CopyCodec` advertises `LZ4_FRAME` but does not actually implement LZ4
framing/compression. If this test helper ever gets used in a round-trip path
(or if codec type is asserted elsewhere), this mismatch can cause confusing
failures. Prefer returning a codec type that matches the implementation/intent
(or rename/adjust the helper to reflect that it’s simulating an LZ4 codec).

Review Comment:
The `{0, 16}` headroom makes the OOM trigger dependent on allocation
sizes/overhead (e.g., different allocators/platforms), which can make this
regression test flaky. Consider making the failure deterministic by setting the
limit to `allocatedBefore` (0 headroom) for this test, or by using a test codec
that requests a known allocation size (or fails on a specific call) so the
expected OOM happens reliably across runtimes.
