Indirectly we have tested the error message works correctly when
`pyarrow-s3` isn't installed (or loaded in this case):
```
+ python -c 'from pyarrow._fs import FileSystem;
FileSystem.from_uri('\''s3://bucket/key?region=***'\'')'
Traceback (most recent call last):
FileSystem.from_uri('s3://bucket/key?region=***')
If pyarrow was installed from PyPI, S3 support is provided by the separate
'pyarrow-s3' package)
