This was fixed by #13892 (ARROW-12175), which removed FindArrowDataset.cmake entirely. The generated ArrowDatasetConfig.cmake now only requires Parquet when Arrow was built with ARROW_PARQUET=ON (see cpp/src/arrow/dataset/CMakeLists.txt).
