The field reordering reported here was fixed in #48813 (GH-40053), released in 24.0.0: struct type inference now preserves dict key insertion order. Closing as a duplicate of that issue. The separate question of `from_pylist` inferring the schema from the first row only is tracked in #40124, which has a workaround via `pa.array` and `RecordBatch.from_struct_array`.
