Review Comment:
   The Linux claim is inaccurate. The default Linux source build leaves Azure 
off unless the user opts into a full-featured build or sets `ARROW_AZURE=ON` 
(`r/inst/build_arrow_static.sh:52-56,96` and 
`r/vignettes/install.Rmd:208-214`); only macOS enables it by default. Please 
distinguish those defaults so Linux users are not told Azure will be available 
automatically.
