   This opt-in Python DoAction example negotiates shared feature versions and 
upper bounds before an application enables a Flight feature. It validates 
bounded JSON requests and replies, rejects missing required features and 
permits optional fallback only when the initial call returns UNIMPLEMENTED. 
Caller authentication headers and deadlines are forwarded.
   
   This is an experimental example related to #41840 and #34485. It defines no 
standard action or protocol identifiers, activates no transfer feature and does 
not bind the result to a later RPC. Agreement on its scope and relationship to 
Flight SQL GetSqlInfo is pending. It does not resolve either issue.
   
   Validation: 74 tests passed with Python 3.12.12 and the PyArrow 25.0.1 
wheel, including localhost negotiation, authentication, invalid replies and 
error propagation. Flake8, autopep8 and whitespace checks passed. Source-built 
Arrow and upstream CI have not been verified.
   
   Draft: human author review is pending. AI assistance: Codex generated the 
example, tests and documentation and ran the local checks. The author must 
review, understand and own the changes before marking this ready.
