Merged main up again and resolved the conflicts ([941682a](https://github.com/apache/arrow-rs/commit/941682a1)). Upstream's cast refactor extracted `cast_numeric_to_binary` into the new `binary` submodule, so the PR-side copy is dropped in favor of it; the new timestamp-to-time helpers (`cast_timestamp_to_time`, `TimeType`, `timestamp_to_time`) and the rewritten `timestamp_to_date32` now live in the `temporal` submodule; and `as_time_res_with_timezone` lost its last caller in the refactor, so it is removed. `cargo test -p arrow-cast` (427 tests), clippy and fmt are clean. -- This is an automated message from the Apache Git Service.
