This recovers #9632 by @ariel-miculas with API updates as needed for the current base. Somehow I couldn't submit a PR directly on his fork repository. Adds a `get_stream` method to the `AsyncFileReader` trait in arrow-avro and provides implementations. # Are these changes tested? Tests for `get_stream` are added. # Are there any significant user-facing changes?
