Review Comment:
   Added MinTimestampStatsIterator and MaxTimestampStatsIterator following the 
decimal adapters, so the Timestamp arm no longer passes a boolean. INT64 still 
preserves a single available bound; INT96 validates both. Local parquet tests 
(single-threaded), formatting and all-target/all-feature clippy pass.
