I noticed they are actually exported under different paths, it might be
worth to clean that up, but would be an api change. Currently these both seem
to compile:
```rust
let mut encoder =
parquet::encodings::encoding::PlainEncoder::<Int32Type>::new();
let mut encoder = parquet::encoding::PlainEncoder::<Int32Type>::new();
```
