Reject IPC messages whose union discriminator is present without its optional table value, including missing Field.type, Message.header, and DictionaryBatch.data. Preserve outer-field nullability when moving dictionary value schemas, while keeping dictionary values nullable. Extend default int32 dictionary-index coverage and add malformed-message and non-nullable dictionary round-trip regressions.
