i feel if we make this change we're essentially locking ourselves into this
behaviour 🤔
should we take the opportunity to fix this bug? we held off from doing so in
https://github.com/apache/arrow-rs/pull/9494 because there were too many
changes happening (in what was meant to be a performance fix)
