### Rationale for this change Decimal types derive from FixedSizeBinaryType, so NumPyConverter treated an integer ndarray as raw bytes and failed with a byte-width error. Convert integers to their Arrow type and cast to the decimal type. ### What changes are included in this PR? - `python/pyarrow/src/arrow/python/numpy_to_arrow.cc` ### Are these changes tested? Yes. A regression test in `python/pyarrow/tests/test_array.py` fails without the change and passes with it; the surrounding test module/binary passes. ### Are there any user-facing changes?
