How about always building with cache instead of introducing
`VCPKG_JNI_REVISION`?

If we use `VCPKG_JNI_REVISION`, we need to update it manually when
apache/arrow changes something without changing `VCPKG`. If we build with
cache, we don't need it. (I hope that building with cache doesn't increase CI
time.)
