### Rationale for this change The `AMD64 Windows MinGW 64 CGO` job is failing on `main` (e.g. run 38259984920 at 7c13a602). cgo picks up the runner's preinstalled `C:\mingw64` GCC 14.2 while `CGO_CPPFLAGS` points at the MSYS2 `mingw64/include` headers, so `arrow/memory/internal/cgoalloc` fails with `redefinition of 'double wcstod(...)'` / `'quick_exit' has not been declared`. ### What changes are included in this PR? Set `CC`/`CXX` to the MSYS2 `gcc.exe`/`g++.exe` (installed by `ci/scripts/msys2_setup.sh`) and prepend the MSYS2 `bin` dir to `PATH`, so compiler, headers and Arrow C++ all come from the same toolchain. ### Are these changes tested? By this PR's CI run of the MinGW job. ### Are there any user-facing changes? No. -- This is an automated message from the Apache Git Service.
