@Rich-T-kid rebased onto current `main` (conflict was only adjacent tests in `reader/stream.rs` after #11648). On the `ipc_reader` benchmark: this PR is purely additive (new `BufferStreamReader` type plus `StreamDecoder::is_finished`) and doesn't touch the existing `FileReader`/`StreamReader` paths, so the 0–6% differences there look like noise rather than a regression.
