Rich-T-kid opened a new issue, #11913:
URL: https://github.com/apache/arrow-rs/issues/11913

   The PR template already links to the fork CI instructions, but contributors
still open PRs without enabling GitHub Actions in their forks. This leaves `CI
(fork)` unavailable and requires repeated maintainer follow-up.

   Could we turn the note at the top of `.github/pull_request_template.md` into
a temporary delete-before-submit block? For example:

   > [!IMPORTANT]
   >
   > **Before opening this PR:** Enable GitHub Actions in your fork by opening
its **Actions** tab. See [Pull Requests from
Forks](https://github.com/apache/arrow-rs/blob/main/CONTRIBUTING.md#pull-requests-from-forks).
   >
   > **Delete this block after enabling CI.**

   Keeping this before `Which issue does this PR close?` makes the required
setup hard to miss. `CONTRIBUTING.md` can remain the detailed source of truth;
the PR template only needs the required action, link, and deletion instruction.
