The Windows x64 `C/C++` jobs in `native-vcpkg.yml` fail during `msys2/setup-msys2` with: ``` error: target not found: mingw-w64-x86_64-tools ``` MSYS2 no longer ships the MINGW64 variant of `mingw-w64-tools`; only the `ucrt-x86_64`, `clang-x86_64` and `clang-aarch64` variants remain. Any PR that runs this workflow hits the failure, e.g. #4955 and the `bump-26` and `go-driver-main-1.13.0` branches. It last passed on 2026-10-23. The x64 matrix rows already set `msystem: UCRT64` but were still installing MINGW64 packages. This switches them to the UCRT64 tools (which provide `gendef` for `GoUtils.cmake`) and the UCRT64 gcc, and puts `ucrt64\bin` on PATH.
