Arrow Rust 60 still contains APIs deprecated in 54.0.0 or earlier. These have had at least six major releases for downstream migration and can be removed in the next breaking release. Remove: - `FixedSizeBinaryArray::try_from_sparse_iter` (deprecated in 28.0.0); use `try_from_sparse_iter_with_size`. - The `Field::dict_id` storage and related `Field::new_dict`, `Field::dict_id`, and `Schema::fields_with_dict_id` APIs (deprecated in 54.0.0). Dictionary IDs should remain an IPC implementation detail. This finishes #5981. - The 45 module-level `ENUM_MIN_*`, `ENUM_MAX_*`, and `ENUM_VALUES_*` constants in the generated IPC bindings (deprecated in 2.0.0); associated constants are the replacement. `parquet::basic::Encoding::BIT_PACKED` is also old enough, but must remain so Arrow can identify and decode legacy Parquet data.
