Thanks @ArnavBalyan for getting ALP started in arrow-go! This work has been carried forward in #1289, which builds directly on this PR, addresses the review feedback here (generics instead of duplicated float32/float64 paths, reusing `BitReader`/`BitWriter`, the conformance file in `parquet-testing` instead of an env var, etc.), and tracks the now-merged ALP spec.
