Change `PackedDecoder::new` signature to take `max_def_level` and panic if it is not `1`. A panic is chosen over returning an error because the choice to use `PackedDecoder` is not left to user input...trying to create one with any other `max_def_level` is a programming error. # Are these changes tested? Yes, new tests are added. # Are there any significant user-facing changes?
