   ## What
Read scalar bit-packed values without setting up a batch decoder.

   ## Why
`GetValue` calls `GetBatch` for one value and repeatedly seeks and refills
the buffer.

   ## Implementation
   - Decode scalar values from the buffered reader.
   - Refresh at buffer boundaries, including after truncated batch reads.
   - Keep zero-width and invalid-width handling.

   ## Benchmark
Scalar decoding only, 8,192 values per buffer. Apple M1 Pro, Go 1.26.3,
median of 3 runs:
   - **1 bit:** 11.06 → 3.72 ns/value (**2.97x faster**).
   - **32 bits:** 13.05 → 5.69 ns/value (**2.29x faster**).
   - **64 bits:** 14.45 → 7.37 ns/value (**1.96x faster**).

Both versions allocate 0 B/op. These are not end-to-end Parquet results.

   `GOMAXPROCS=1 go test ./parquet/internal/utils -run '^$' -bench
'^BenchmarkBitReaderGetValue$' -benchmem -benchtime=150ms -count=3 -cpu=1`
