@thisisnic This restriction will only apply to `First-time contributors`. I don't think `First-time contributors` would generally have `Collaborator` status, but if they do, they will be exempt from this restriction. I will also fetch the historical PR data soon to estimate how many contributors would be affected and identify potential false positives. Regarding AI disclosure enforcement, I don't think we can rely on it entirely. An AI agent can simply be instructed to select Human and AI in the disclosure checkbox, allowing us to miss exactly the kind of submissions we are trying to address. That's why I think limiting concurrent PRs from first-time contributors could serve as an additional safeguard, independent of the AI disclosure. -- This is an automated message from the Apache Git Service.
