### Rationale for this change Automate enforcement of Apache Arrow's AI disclosure requirements to ensure PRs provide complete transparency about AI involvement. ### What changes are included in this PR? - Add an AI disclosure validation workflow triggered on PR open, edit, reopen, and ready-for-review events. - Convert PRs with missing or incomplete disclosures to Draft and post an explanatory comment. - Close PRs declaring AI-only authorship and AI-only review. - Update existing bot comments instead of creating duplicates. - Revalidate disclosures when PRs are updated. ### Are these changes tested?
