The macOS ARM64 wheel job hit the macOS 14 runner brownout in #1002. Replace `macOS-14` with the supported `macos-15` ARM64 runner, matching the macOS version already used for Intel wheels. GitHub retired macOS 14 runners on November 2, 2026: https://github.com/actions/runner-images/issues/13518. Validation: parsed the workflow YAML, confirmed only the ARM64 runner selection changed, and ran `git diff --check`.
