### Rationale for this change Arrays referred by `Arrow::ChunkedArray` aren't referred. So These arrays may be GC-ed. ### What changes are included in this PR? * `GArrowChunkedArray`: Refer passed chunks. * `garrow_chunked_array_peek_chunk()`: New function that returns a chunk if it exists. * `Arrow::Array`: Mark buffers and parent array. * `Arrow::ChunkedArray`: Mark kept chunks. ### Are these changes tested?
