The current default version in [PyPI of PyArrow is 4.0.1 for all available bdist wheels](https://pydigger.com/pypi/pyarrow) including for system environment corresponding to `cp37-cp37m-manylinux2014_x86_64`. The only way to download version 3.0.0 is if you specify it explicitly as such `pip install pyarrow==3.0.0`.
