**Describe the bug** Balliista dependencies on other crates in the same repo do not specify version numbers and we cannot release the crates to crates.io based on the relative path dependency alone. **To Reproduce** Review the RC1 posted to the mailing list. **Expected behavior** Dependencies should have both relative path and version. -- This is an automated message from the Apache Git Service.
