Hello, I'm using the [parquet-dotnet](https://github.com/aloneguid/parquet-dotnet) library to read parquet files and I can see there is an [ARROW:schema](https://arrow.apache.org/docs/cpp/parquet.html#serialization-details) within the custom metadata,. Which is a Base64 encoded string that should represent a Arrow IPC Message object, if I'm understanding this correctly. So I was wondering if there was any to deserialize this message within the library? I took a look through the code and the methods available to me; especially [Schema.cs](https://github.com/apache/arrow/blob/master/csharp/src/Apache.Arrow/Schema.cs) and [MessageSerializer.cs](https://github.com/apache/arrow/blob/master/csharp/src/Apache.Arrow/Ipc/MessageSerializer.cs).
