   Next name suggestion: `to_timestamp_with_time_zone`. 
   It doesn't use any specific terminology like "local" or "zoned", but only 
refers to the actual parameter of the timestamp type: whether it has the time 
zone set or not. 
   
   > I don't read that as new terminology, rather pointers to terminology used 
in some other pieces of software.
   (also I find that explanation actually a bit intimidating and confusing)
   
   The edits in https://github.com/apache/arrow/pull/10629 where meant to 
_clarify_ the text after the discussion on the mailing list (and not make it 
even more confusing :)), so if that's not the case, I think your feedback would 
be welcome.
