Review comment:
       The ISO8601 parser currently both allows Z and allows the Z to be 
missing so it can parse both 2020-01-01T12:00:00 and 2020-01-01T12:00:00Z (even 
in the same array).
   
   So basically, in the ISO8601 case, there is no %z to input from the user.
   
   Are you saying the places that use the parser should check to see if every 
parsed timestamp used Z and return UTC in that case?
