@jorisvandenbossche I tried to make modules separately. However, I still got [the compilation error](https://app.travis-ci.com/github/apache/arrow/jobs/549865805#L3665) regarding parquet include files. I think that this is because the parquet include files are required transitively thru [_dataset_parquet.pyx](https://github.com/apache/arrow/pull/11688/files#diff-4e3747424164e360600eab8972114148de49d999bff7b61157c0e535752d87aeR51-R54) and _parquet.pxd.
