Review comment:
`CPUImmutableZerosMemoryManager` doesn't really respect the
MemoryManager contract, since it only allocates immutable memory. So I don't
think it's useful implementing it: you won't be able to pass a
`CPUImmutableZerosMemoryManager` to arbitrary Arrow APIs and hope that it works.
