A two stage approach is what I had in mind as well. So what you are describing sounds correct to me. Although I had thought the stages would be reversed. That being said, I have not given this problem a whole lot of thought and I'm not sure I understand the details of your proposal. If you submit a PR I will be happy to provide further feedback.
