URL: https://github.com/apache/beam/pull/11203#issuecomment-606744041 Regarding resolving a deferred artifact, the returned artifacts not in the list are required to be fetchable (so it would have to be resolved to actual concrete artifacts at that point, unless "deferred artifact" was actually in the preferred list.
