Currently *BigQueryStorageReader* interface expects a *GenericRecord* to be returned in the *readSingleRecord* method for both *Arrow* and *Avro* implementations. It should be modified to produce a *Row* to avoid converting Arrow data to *GenericRecord.* Imported from Jira [BEAM-12551](https://issues.apache.org/jira/browse/BEAM-12551).
