Get the latest GitHub Actions self-hosted runners versions for each OS,
replace the version and deploy the corresponding runner using GCP services.

* Ubuntu: Update the Dockerfile, uplpoad the new image to the registry and
re-deploy the k8s cluster.
* Windows
