Mapped JOB_STATE_RESOURCE_CLEANING_UP to State.RUNNING. Currently, Beam in java doesn't recognize this state from Dataflow and returns "WARNING: Unrecognized state from Dataflow service: JOB_STATE_RESOURCE_CLEANING_UP.
