This change breaks :beam-test-infra-metrics:deploy task. The task refers to
variable `${project.ext.lastCommitId}`, and that variable should be set during
the configuration phase.
As a workaround, we could merge `checkLastCommitId` with `deploy`. This
should work.
After you're done, please write "Run Beam Metrics deployment" in a comment
to see if everything is fine.
