No code changes were needed to upgrade to checker framework 3.15.0
This includes the commits from #24385 (upgrade to 3.13.0 with many
annotation changes) and #24387 (upgrade to 3.14.0 with some fixes due to
improved JDK types)
A first pass looks like 3.16.0 will actually involve nonzero changes, so
getting merged up to this point might be nice.
Another step towards:
- #21068 (checkerframework 3.16 fix for lambdas)
- #24397 (checkerframework 3.21.1 better incremental builds)
- #20819 (checkerframework 3.26.0 can suppress "memory constraints impeding
performance" warning)
