This PR closes #24468 by implementing a
`FileWriteSchemaTransformConfiguration`. See the task description for further
detail. Additionally, this PR implements a
`FileWriteSchemaTransformFormatProvider` `@AutoService` for cleaner routing of
a given format i.e. xml, csv, etc to its appropriate `FileIO.Write`, to be
implemented in a later PR (see #24472 ).
