This creates a new `SchemaTransformProvider` implementation that supports
Spanner's Change Streams API. Why is this valuable?
- The PTransform returns a PCollection with a schema equivalent to the
schema of the table that we are consuming.
- The SchemaTransformProvider can be used for a cross-language transform
Something that this transform does: It runs a local pipeline in the
DirectRunner to fetch the table schemas from Spanner for when we build the
pipeline.

Please note that this makes public a few different classes in the Spanner
package. Let me know if that's okay, or if I should try to do something else.
Also, qq: How do y'all handle upper/lower case column names? They seem to be
somewhat inconsistent : /
