### What needs to happen? Utilities of Performance and Cost Benchmarking (design doc https://docs.google.com/document/d/14GatBilwuR4jJGb-ZNpYeuB-KkVmDvEm/edit#heading=h.gjdgxs) currently lives on https://github.com/GoogleCloudPlatform/DataflowTemplates/tree/main/it It provides a more self contained infrastructure and provide more metrics (throughput, cpu/memory utilization, etc) than our current performance tests (just run time).
